This is a complete overhaul of most of the particle effects in GTA 3. Most of the textures are completely new. Others are reworked originals.
I've modified the effects files for a more realistic appearance.

R* deliberately made the standard effects in GTA3 very simple and low-res to improve performance on the sort of hardware we were dealing with nine years ago. 
Times have changed... The goal of this mod is to max out GTA3's graphics engine while retaining a good framerate. Most of the textures have been redone
for maximum performance with minimal lag.

This release has been in the works for a very long time, mainly due to the time and effort spent on editing weather. With the new weather, Liberty City's sunny days are far more realistic - 
but one thing I just had to include in there is the red sky at sunset, which existed in the beta version of GTA3. However, overall it's far more realistic, with colours sampled from
real-life pictures, as well as less intense cloud effects. Be warned that the changes only apply to Sunny weather setting (enabled easily with "SKINCANCERFORME" cheat). Other weather
patterns have been left untouched; they will be redone in v3.0.

Apart from that, all the other effects have been totally rehashed since the last release with new textures, configurations and a few of the effects added last release have been touched up.
There's a lot of changes that have been made; with the new timecyc it's easily distinguished from the last release. I'm not listing any changes; the list is too long. Whack this in, load
up GTA3 and find out for yourself.

This mod replaces these files:

- particle.cfg
- particle.txd
- timecyc.dat
- comsky3.txd
- sub_villas.txd
- compark.txd
- comartgaly.txd
- submonument.txd
- casinogarden.txd

1. Put 'particle.cfg' into your GTA3/data folder.
2. Put 'particle.txd' into your GTA3/models folder.
3. Put 'timecyc.dat' into your GTA3/data folder.
4. Open 'txd.img' inside your GTA3/models folder, and find and delete these files:

- comsky3.txd
- sub_villas.txd
- compark.txd
- comartgaly.txd
- submonument.txd
- casinogarden.txd

Now add the TXDs inside the 'TXD' folder of this mod. This step isn't absolutely necessary, but you've gotta do it if you want ALL the water
in Liberty City looking good.

The next update will be about fixing bugs, if any, and finishing off the rest of the timecyc. Don't expect that to come soon however; I'm not going to be modding all the time after this.
